Pillage the Turkish PvE guilds, go to the armory, find the players with high PvP ratings/achieves/gear and low PvE participation (probably alts) and send them an in-game mail telling them you're setting up a Turkish-only PvP guild and to reply to the mail if they would like to be kept informed. Once you have ~15-20 replies let them all know that you're ready to start trial PVP battlegrounds and how many potential applicants you have. I doubt many will leave their guild until they're sure they will actually PvP in your guild, but I can see many PvErs with PvP alts who would enjoy your offering.
