Changing that model will be a simple way to allow them to slowly add features to the game (either in terms of things like mogging and void storage or new classes, races, and profs) and stop trying to do everything in a single patch.
No doubt it gives them more money every time they push an expac out the door, but I'm not sure that its fair to assume that its simply a money grab. They could be very reasonable structuring (as above) and/or design descisions (changing the theme of the content, I.E. Arthas, Deathwing, etc) behind the change.
