Ulduar was good, and it was also bad for achievements. My guild has recently been doing achievement runs and it's been mostly focusing on Ulduar so people can get the proto drakes.
My problem with Ulduar is the sheer number of achievements. It's like the dev team suddenly discovered achievements and went crazy with them. A single encounter can easily have five or six achievements associated with it. Even worse there are achievements that contradict other achievements (for example Disarmed vs. With Open Arms).
Plus, there are achievements that require multiple visits to the instance such as the Iron Council achievements that require at least three kills (this one is made worse by the fact that people really only want SteelBreaker for the meta). Also...all these achievements have a 10 player and a 25 player version meaning Ulduar houses a staggering 175 achievements.
All and all Ulduar was basically an achievement clusterfuck. I'm glad Blizzard has since reigned themselves in and nowadays each raid comes with a modicum of achievements. But to this day Ulduar still haunts achievement junkies like myself. Will I ever finish those achievements, and if I do...will I still have my sanity afterward?
