If I recall correctly, there are a couple reasons behind the devs moving away from the Sartharion/Ulduar hard-mode model and to the current one.
First, it removes the chance of someone accidentally (or intentionally, if they are about to /quit) activating the hard mode and wiping the raid.
Secondly, if they kept the Ulduar model they would have to design every boss encounter around how the hard mode is activated, which does put limits on what they can do. Most hard mode encounters would be about killing certain adds, not killing certain adds, killing adds in a certain order, or pressing a button ala Firefighter. And Firefighter's activation, in the end, is functionally identical to the current hard mode model. Press the button to start hard mode, don't press the button to not start hard mode.
