Why have an addon when you can make a toggle on and off macro and stick it on a bar tucked away for out of combat (or easily clickable if you are an RP with many outfit changes!).

By extension:

/run ShowCloak(not ShowingCloak())

And I like to keep them both together in a left click/right click toggle for helm/cloak
