This seems like it's starting to get wildly complicated and complex. At this point, why not just re-think the entire PvE dungeon model of tank-healer-dps? I know that wouldn't fly with the tanking community, and you have 4 expansions worth of gameplay that relies on it.
I remember Rossi talking about turning the protection warrior tree and re-naming it the "Warbringer" tree. I like the idea of, instead of a true tank, a dps that gives raid support by damage reduction methods, mobility, boss positioning. Like maybe he would still be the "tank" in terms of holding highest aggro, but his job would be more about boss positioning than taking massive blows or building stacks of debuffs which get wiped with tank switches.
Eh, maybe I'm just pipe-dreaming. But, if you move away from the more passive model "stack armor or you hate your healers," then you kind of start eliminating the usefulness of gear upgrades to a certain extent. Building encounters for tanks has always been a challenge, I guess it will continue to be so in the future.

Agree. The only problem with tanks is there's just not enough of them. Them redoing tanking mechanics is going to be such a huge undertanking for what is basically slapping a tiny band-aid on a large, infected gash. Typical Blizz IMO.
