Horses have to be trained (read:broken) to allow a human to ride them.
Horses are terrified of wolves IN REAL LIFE.
Werewolves are technically a wolf-human hybrid.

What makes you think that Horses would be okay with a WOLF on it's back? I know I wouldn't, that'd be scary as a real life zombie outbreak.
