The tank is also watching CC duration and making on the fly decisions for positioning other mobs in the midst of CC while trying to decide whether or not to tank a mob if CC breaks. For that, the tank needs to know debuffs. If CC breaks on a mob, and the mob has dot damage, the tank may decide to try to start tanking it rather then let dps try to re-CC. I suppose you could say, if the plan goes out the window, it's typically the tank who decides in the heat of battle how to handle the situation.
