It's the Timeless Eye, an item created during the Dragonwrath questline. It's really too bad that a lot of the population won't get to see these quests, they're pretty awesome.

The submitter is a mage who has cleared a good chunk of Firelands. He's talking about Anachronos giving him a "magical construct" that I have never seen. Thus, it's likely part of the Dragonwrath quest chain. The Timeless Eye, I think.

My heart goes out to you.....your time would be much better spent with a Manchester United fan....at least they are sane. Chelsea fans are sort of like Rogues...slimy, not playing with a full deck and should be avoided at all costs.
