SaintStryfe's hyperbole aside, he's right from the perspective of a non-raid Legendary being a terrible idea. It would break the game. Just in this patch, we've seen them nerf the drop rate on the items required to make the current Legendary, simply because guilds were in a position to make more than one quickly.
Having the weapon come from a quest line means anyone can do it. Anyone being able to do it means *everyone* will. And at that point, they have to start tuning encounters around it. Congratulations, your weapon is no longer a special privilege and bonus, but a necessity.
