I agree with you. Many of us are not in raiding guilds or guilds that just aren't big enough to get such things. A quest line could be made to get epics that did NOT require raiding. It could be made long, convoluted, and sufficiently difficult enough that it would be very hard to accomplish. With phasing they could easily ensure that certain quests could only be accomplished by a single player. They could in this case also design the quests in such a way as to play to the strengths of the Rogue's abilities. Having to stealth into someplace to get something ... timing your movements to avoid detection ... having to pick the lock to get the item(s) while having to watch out for the guards ... etc.
I don't play a rogue, but would love it if they could do something like this for a Hunter/Mage/Shadow Priest/ Druid epic. They could also make the Quest Chain Epic slightly less epic than the Raid epic if they wanted to keep the distinction between the 2.
