What I'm not clear on is if the Valor gear is going to contain armor for every slot, or just pieces to fill out the non-drop spots.

For instance, the 346 gear for JP was armor, but not a tier. Will tier 13 have a group of ilvl 397 armor to match the tier 13 set of ilvl 397 stuff, or will it simply be bracers/boots/whatever, leaving non-raiders to the hell I'm sure the raid finder will be?

I know creating stuff takes time & money, but it just gets tiresome that they want to push everyone to raids rather than make an endgame that encompasses other activities.
