There is verbage in the Terms of Use / End User License to allow addons. You just haven't read the right paragraph yet.

":(You agree not to ) use any unauthorized third-party software that intercepts, “mines,” or otherwise collects information from or through the Game or the Service, including without limitation any software that reads areas of RAM used by the Game to store information about a character or the game environment; provided, however, that Blizzard may, at its sole and absolute discretion, allow the use of certain third party user interfaces;"
In case you missed it the last bit is the important part "Blizzard may, at its sole and absolute discretion, allow the use of certain third party user interfaces"
IE It's completely up to Blizzard as to what third party user interfaces they allow in game. They have proven in the past that they can retroactively ban an addon from loading full stop. There is a similar paragraph in the EULA :
