Because when they tried nerfing the content AFTER the release of the new content during the transition from 4.0 raiding to 4.2 raiding, they saw virtually nobody running the 4.0 raids anymore. They wanted the majority of people to actually run the Firelands content, not just to be able to but ignore it in favor of the new raid.
