Not sure if you play a DPS warrior but I know I've never even hit Inner Rage, not even recently when I was leveling my shiny new Worgen Warrior on a new server. I either never had the free Rage that Inner Rage assumes you have, or it was always a better use of my Rage to hit another button than Heroic Strike, which does less damage than any of the main attacks now while costing more Rage.
