Yeah, I main an Arms warrior, and I'm with you in having never used Inner Rage. My point was more that I might start, if using it also dramatically decreased the amount of rage Heroic Strike costs. Since it's off the GCD it's just pure extra damage. However, 10 rage isn't near enough of a reduction to make it worthwhile. Something more like a 20 rage reduction would be more along the lines of making it a button worth hitting, and even then...

So yeah, I like it in concept because it's at least a step toward fixing what's wrong with Inner Rage, but it's definitely not enough. As it stands, both set bonuses are awful.
