1) I play Arms, not Fury. I believe I stated this already.
2) On BWD trash my DPS is 26-62k depending on the pack.
3) It's still completely worthless on the fights that matter, ie BOSS FIGHTS.
4) It's a DPS LOSS to push Inner Rage in almost any situation if you are playing your spec correctly (Prot is the exception as they actually have the Rage to waste due to how they generate Rage).
5) Your Fury Warrior wasn't spamming Heroic Strike, he was spamming Cleave, which was likely glyphed to hit 3 mobs instead of just 2, thus providing a DPS increase. The 2 piece bonus is not affecting Cleave at all so your example is not only invalidated, it's uninformed as well.

Heroic Strike is never a better button to push than your normal rotation, it's there to burn off the occasional excess Rage that Warriors receive ( such as a lucky string of procs of Blood Frenzy). HS hits about as hard as Overpower for 6x the Rage cost. You tell me how reducing the Rage cost of an ability you rarely use, during a CD that you almost never use, and messing up your regular rotation is a DPS increase, I'd like to hear how using an inferior ability is going to boos my DPS.
