Q for the QWhen 4.3 comes out it will bring with it the new DMF (darkmoon faire), I think someone said that it was going to only happen during the first week or so of every month so my question is: If it was released on the -th of november or a date around then would blizzard just not have the darkmoon faire at the start of the patch? It would seem abit odd to have a new patch and not have all the conent available immidiately.

They do this all the time. They'll release a patch with a lot of new holiday content that won't show up until that holiday rolls around. The Ahn'Qiraj patch was released with two raid dungeons that weren't even opened yet; players had to work to open them.Delaying the full content of a patch either artificially (as in the case of Ahn'Qiraj) or directly (only allowing Darkmoon Faire access on select dates) is a good way to increase the patch longevity and prevent player burnout.

If it is released the 2nd or 3rd week I think you will see the DMF. If it is released in the 4th week, I think they will just wait. Just seems logical to me. I can't see them hyping it up and then not putting it in for 2-3 weeks.
