They do this all the time. They'll release a patch with a lot of new holiday content that won't show up until that holiday rolls around. The Ahn'Qiraj patch was released with two raid dungeons that weren't even opened yet; players had to work to open them.
Delaying the full content of a patch either artificially (as in the case of Ahn'Qiraj) or directly (only allowing Darkmoon Faire access on select dates) is a good way to increase the patch longevity and prevent player burnout.
