Maybe this new gear is to compensate the for when they nerf the XP levels from 70-80. I'm just speculating, but if level is based on a total XP count and Blizzards slides the levels down for Wrath content, then that could bump some people in their high 70s into 80-somethings. Now they're in Cata content, but woefully undergeared.
