I'm honestly not sure why you'd assume it would've included pre-cata raids, given that it looks to be a tool for greater raid accessibility to current tier content more than anything and using it as a tool for gathering vanity gear strikes me as counter to purpose.

I'll admit to being a little suprised it doesn't include older raids from the current expansion but given the ease of forming a group for pre-cata raids at the moment, or ever if it didn't obviously consist of you gearing up your level 70 twink, and how few people you actually need, it strikes me that the opportunity cost lost is outweighed by the effort involved.
