Lurking around... somewhere... a commenter pointed out that you CAN summon the Winterveil helpers outside Winterveil (currently on the PTR). They just bitch about having stuff to do to prepare for the coming festivities.

Presumably they take off after registering their complaint, but the commenter didn't really discuss it.
