Before a player can be kicked from a LFR raid, several players must agree to the vote. Then, once the move to pass the vote succeeds, the actual vote happens. So, at least 50% of 24 people must vote yes to kick someone. The RL in LFR is not given a free kick button. That'd just be stupid.
