Frostfire orb does not scale is haste, I believe. It's damage is also mediocre. The main benefit for casting it is the slow effect - every second, when it ticks, it applies a slow affect, which in turn can trigger Fingers of Frost and Brain Freeze. For the 10 or so seconds, you should have a major increase in your proc rate for both spells, allowing for a FoF-Frostfirebolt to be fired 2 or 3 times within that time frame.

I use it on cooldown whenever I'm frost (which is never, I'll be honest).
