unfortunately, this is blizzard's way of artificially regulating a player's progress. i'm not hardcore and even a cap of 1000 is something i'm unlikely to reach. but if people are willing to put in the time and effort, i think they should be allowed to reap the full rewards of doing all the raids and heroics. i don't know why blizz feels the need to stunt the growth of hardcore players. i think it's generally accepted that people who have more time to invest in the game get farther than people who don't.
