For me, 95% of the problem with inquisition is that the UI doesn't support using it in a non-clunky manner. I don't want to constantly play Where Is Waldo with the inquisition buff in the huge stack of short term buffs that are up at any given time during combat. Especially when I'm looking at the top left of my screen for holy power, the top right of my screen for inquisition, and the bottom left of my screen to see which abilities are off CD. Especially when as a ret you are also looking at health bars in case you need to save someone, and watching for cast bars to interrupt.
Bad UI makes a non-clunky thing clunky. Cataclysm has felt like a phoned in expansion. They did a half-baked implementation of power auras with the launch of cata, but never finished it to de-clunk abilities like inquisition.

I have often had to build my own power aura setups for many specs that micromanage dots, debuffs or self (short term) buffs, due to the UI being dire for tracking such things.
Playing as afflilock hit this home during a 25 man run ( i usually do 10 mans). With 3 other affliction locks in the raid it was impossible with the sheer amount of debuffs and dots on the boss to figure out if my dots where up.

You know, I haven't played on the stock UI for so long that I totally glazed over this. Blizzard's holy power display is pretty impractical, I agree, and tracking Inquisition is just awful. I'd love to see them add some functionality into the stock UI for tracking these kinds of things.

Absolutely. Generally, when I hear someone complain that they suck at ret, I equate it to not being able to keep trach of holy power and inquisition effectively, the rest of the rotation/priority isn't terribly difficult.
I play with ICEHud and TellMeWhen to put holy power and any significant buffs like inquisition and my major CDs center screen right underneath my character. The few times I've had to play on afriends comp or without those addons for whatever reason I start sucking, and sucking BAD. I find ret almost unplayable without addons, which is a huge problem with the class.

I've often been thinking that they could implement some kind of graphic effect on the character when inquisition is up. It could make the character glow or something. In a similar way that AW gives us wings or zealotry gives that red glow. It's hard to miss when those end.
