The problem with Inquisition isn't "Oh no, we have to keep a 36-second buff up". It's that that buff takes *so much time* to keep up. With crusader strikes four seconds apart (three-and-a-bit with the talent, but the difference is immaterial), you spend a third of Inquisition's duration ... preparing to refresh Inquisition. Provided nothing moves you out of melee range from the target or incapacitates you in some manner. The procs are too random to rely on to keep the buff up.This isn't strictly a problem with Inquisition; it's a problem with Holy Power, and specifically with Crusader Strike as our primary means of gaining Holy Power. It builds so darn slowly! The T13 2pc bonus is a step in the right direction - making Judgement add a Holy Power point will speed holy power generation up, and that's ultimately what's needed.

I agree, problem with making it a 2 piece set bonus is that only raiding paladins will get the added holy power generation, and it's not strictly a raiding paladin only problem. I would like to see this as a talent/baseline thing for retribution. Generally the slow rate of building HP is my main irritation with retribution for now. Would gladly trade a bit (or quite a lot) of burst damage for more sustained dps.

It's been established that Blizzard uses set bonuses to test mechanics changes. So it's entirely possible that 5.0 will see Judgement add holy power charges as a baseline effect.
