They do very little damage and they're very expensive, but they're a button to push while waiting for real abilities to come off CD and that's extra damage. Doing something even for a very little gain is better than doing nothing, but it still almost feels like a waste when you use these abilities. Inquisition is similar, it FEELS like a waste when you push it except that in this case, it's a very real gain.
Especially holy wrath which only hits for for around 5k to begin with and then that splits between all available mobs. So it isn't a real aoe becuase it's the same damage no matter how many mobs are there, but hitting 5 mobs for 1k is practically a waste of a GCD except, again, it's extra damage. And if you're concentrating on 1 of those 5 mobs (say a boss with adds) you only do 1k to the target you care about. And it still breaks CC. The ONLY good thing about holy wrath is the stun on certain mob types, it's awesome for certain trash pulls and the flames on Ragnaros. Concecration isn't THAT bad, it's just so damned expensive and has such a long CD that I have almost removed it from my bars competely.
Both abilities could use some tweaking to make them something you WANT to press, and either would be a good candidate to turn into a holy power finisher to give prot and ret a real aoe rotation
