Blizzard has just officially revealed the
hunter tier 13 armor set, and as expected, it does in fact have a dragon motif. Blizzard's continuing its tradition of making hunter sets based off of monsters the hunter might have reasonably been hunting during the patch or expansion in which the set appears. Dragons, of course, are the big thing that comes to mind when one hunts Deathwing, but in order to differentiate the set from tier 2's
Dragonstalker set, Blizzard went with a skeletal look this time around. I have to admit, I'm still thinking I'll transmogrify to some
Gronnstalker or
Alliance PVP armor for my hunter, but judge for yourself.

Further proof to how much color can matter in a set--I applaud this set, it was well-made. I still expect one of these days to see hunters with guns or bows on their shoulders, but we'll see.

What they should have on their shoulders is a small gun that follows their eyesight and has a triangular crosshair.

My first thought was, "Really? Guns on our shoulders? This isn't Mechwarrior 9000." But then, as I gave it some thought, if it fit the expansion theme guns on the shoulders could work. There are actually quite a few mechanical mobs in-game. An Ulduar set piece could easily have incorporated some steampunkish mechanical gear.
It'd also be pretty sweet to add a set-piece proc to the shoulders that would launch a missile similar to the hand-mounted pyro rocket.
So long as "Robostalker" was for a single tier only.

But to answer your question, it's probably because the human is the best example of how it may look on any character, or "on the rack" as it were, uncoloured by the lumps of an orc or the odd shape of a worgen. I know a lot of armor looks great on a tauren or super cute on a gnome or whatever but on a human I can really see an unskewed view of the set.

Yes yes there are other models that show off the sets nicely. BEs being one, female orcs are pretty straightforward, the Forsaken aren't too far off though their posture can get in the way (the same could be said of dwarves and their beards maybe), even NEs have a pretty normal shape, but then why "mix it up" if you're going to leave some out.
The human just makes sense. Everyone who plays is human (or close enough for the blanket statement to work anyhow), so why not? I personally hate seeing tier previews on things that give me no idea how it could look on my character and since we can't all win why not make it as simple as can be?
And as these WoW Insider comments sections have proven time and time again, humans are definitely simple.

I do like this one, but I'm generally a fan of the "I killed this, and now I'm wearing it" look for hunters, as I think it's very appropriate for the class. ^_^ And the coloration of this one looks a lot better than the bronze-and-red one we saw first.
Personally, though, I have no idea what I'd use for transmogging for my hunter. I play him as part bounty hunter, part explorer, and part archaeologist, so none of the tier sets really suit him. *shrug* Maybe it's more fitting that he doesn't settle on one look.
