You missed the simplest and most informative way to look at a tank's cooldown usage. Select a fight and a tank, then find the tab that says "Buffs Gained" and look at the list of buffs. Find Holy Shield and Divine Protection or whatever you want and in the same row of the table on the right click the pound (#) sign. Like magic, you will get a pretty, regular and tight pattern of intermittent green blocks under the graph for good tanks, and bad tanks will be boring or ugly.

I see your point but I'm not sure that's the most informative. Anyone can hit a cooldown when it's available, but it's much more important to use a cooldown at the proper time. Only by drilling down to spikes, I think, you can determine that cooldowns are being used with qualitatively. Not just quantitatively.
