Umm...I know I'm late to the party, but isnt Reverberation a 2nd tier ele talent, meaning everyone can still get it?l

True, but having to miss out on the Enchancement talents hurts a lot. Not getting Ancestral Swiftness, Totemic Reach and having to choose between Elemental Weapons and Improved Shields hurts a lot. In return, the Ele 1st tier only offers 3% spell crit and either 4% more damage or 10% cheaper offensive spells. Not exactly a huge gain for Resto Shamans.
