When i hear user generated content in wow context these kinda thing come to my mind:
Instead of every crafter in wow crafting the same item , may be crafters can make custom itemized gear , like they get to pick the item time sword, mace and then they r given 1000 pts for say 359 ilvl item , 1200 pts for 378 ilvl them and they can decide what they get to put on it , int , str, mastery, parry, exp etc.

I like this idea- but then you have everyone with pure-int items, because int is so good, and an item with nothing but int is required for every slot. Basically, the Engineering cogwheel sockets are the closest thing to what you're thinking of, and it probably won't go much further.

I always liked the way Ryzom handled item generation. But that would not be feasible in WoW. You had to rewrite the entire game to make it somewhat balanced. But your idea could be implemented much more easily. Slap diminishing returns on stats based on clvl and average ilvl and pure-int items are no more.
