They're skipping a "big villain expansion" and doing a "fun" expansion it seems. I know, it confuses me too. But then I read everything else and go "screw the final boss! You only get to fight him/her/it at the very end of the xpack anyway!".

Since you can't have the faction leaders gone, for each faction the final bosses will be:
Horde: Moira Thaurissan
Alliance: Sylvanas Windrunner
