I would like to see them move towards end game normal dungeons be what heroic dungeons are now with the heroic versions be more like 5-man raids with dungeon sets for more the "casual" player. With this model I would grab a couple of my close friends (via guild or realid) and spend an hour or two in a true heroic mode instance. The rewards would be dungeon sets and justice points for gear appropriate to my level of play.
The 10-25 man raiders who spend their time in that next step in difficult content should have their tier gear and valor points respectively. The dungeon gear and justice points awarded to the "dungeon raider" would position him/her with the opportunity to step up and try 10-25 man content without too large of a gear gap.
I just don't aggree with rushing through content. I know a lot of people eat through it in a few days but that is probably less than 1% of the population. Make content hard. Have people take the time to go through dungeons, craft better gear, and work to making their character better. I honestly think if you make content "hard" you won't have people sitting in Org/SW waiting for their queue to pop on their way to better gear. IMHOT the server community would benefit greatly from it.
