I think I see what they are doing here. To make classes balanced, they just have to make sure that every talent along a particular "row" is roughly equal in value. Since any character can only pick ONE talent from that particular level, as long as they are all even (across all classes) value-wise, even if they do different things, they will be balanced. Theres still some stuff you have to consider with talents from different levels that may interact with each other, but otherwise it should make the whole system a lot more simplistic on the back end for the game company to balance. Does that make sense?
