Hopefully each talent will have sufficient utility that builds will be optimal for a far narrower range of activity eg, a single boss. Hardcore min-maxers will switch specs more frequently, more casual players will find something that muddles along adequately in most situations. So there'll be a most common spec, but not a cookie cutter that's the best for, eg. everything PvP.
