If they ready want to combat the goldsellers they would give out the key fobs with the next expansion, ship them to players who buy the annual pass, make it part the the diablo 3 package etc....
There is only 2 ways to bring the goldsellers to a grinding halt:
1. Don't buy gold or report those who do
2. Protect your account

If I recall, the problem with automatically including authentication fobs with their games was running afoul of the encryption laws of some countries.
