The best thing about earthquake was when you could make earth pancakes on tops of houses and stuff when the original graphic came out in 4.01 (before the xpac). Thunderstorm had some similar issues, except it was always fun and useful in certain pvp situations, and then became more useful when knockbacks became helpful in certain PvE encounters. But it doesn't seem like there is really any good use for Earthquake.
Here's my take:
Chain lightning should be the shaman's "cleave" spell. When there are 2-3 mobs, use CL.
Then there should be a new spell, a channeled storm spell. Maybe call it "Rainstorm" or "LightningStorm" which is a straight up channeled AoE, similar to Blizzard, Hurricane, and Rain of Fire. This would be used in situations where there are 4+ mobs.
Wanna make aoe interesting, keep earthquake? Just change it to a flamestrike type thing. Maybe even change it to a fire based spell, like Lava Quake or something. There, done.
