My old suggestion, from before I left WoW, was to keep reducing old content lock times as new content was released.

For Raids:
- Current tier: a week.
- Previous tier: twice per week.
- Two tiers earlier: daily.
- Even older tiers, including those from previous expansions, shouldn't have a lock at all.

For Heroic Dungeons:
- Current tier: daily.
- Previous tiers without lock.
