I can track down the proof if it's necessary, but my understanding is that you won't be able to fly IN PANDARIA until 90. Flying everywhere else in Azeroth should be A-OK.

When it comes to the Talents 2.0 issue... take a look at your Shadow tree and tell me how many choices you ACTUALLY have.
