May want to clarify that you have to be in your racial capital, or in Dalaran or Shattrath, to get the quest to appear. My Worgen couldn't get it in Stormwind, but was fine in Darnassus.

This! I kept wondering why I wasn't getting the quest in SW, until I realized my worgen had to go to Darn.
