Unlikely. The two systems are completely separate. I am not even aware if there are any connections between the two at all. An account made in the US region won't even work on the EU servers, and vice-versa.The datacenters are hosted by another company. So in the US, there is one company that hosts them, and in the EU another one. I don't think they would be interested in having them connect to each other (the companies, not Blizzard.)The account management in the EU is handled by Blizzard Europe, Blizzard probably wouldn't want to get too involved with transferring account data (as in payment data) back and forth for their records.
