You could easily get around making new content for them by simply enabling them to do the starting experience of any race (goblins, worgen and pandaren being the exception, of course). Your race couldn't get exalted with racial factions; you can only get up to friendly or revered. Instead, there would be quartermasters for the Argent Crusade, Cenarion Circle and Earthern Ring, as well as a couple other neutral factions that already exist or are newly formed.
As well as this, I'd like a 'hostile' faction. Same rules apply to the neutral faction, but the opposite. You're unfriendly-hated with every home faction, and you can get factional quartermasters from the Burning Legion, Cult of the Damned, the Syndicate and such. This one, however, would require much more time in for all of the quests, since you wouldn't be able to get any elsewhere.
In PvE, neutral players could team up with anyone from the Alliance or Horde, making it an excellent choice for people who only want to do PvE. Hostile characters would only get their own faction, while Alliance and Horde would get their own faction and neutral characters with it. On PvE servers, hostile players could always be flagged for PvP, so they can be attacked by other players at all times, but can't initiate attacks.
As for PvP, Neutral players could be seen as the opponents to Hostile ones, much like the Alliance oppose the Horde, or PvP could simply be disabled for neutral players. On PvP servers, perhaps, you might be able to fight players of any faction (except neutral), but only if they initiate the attack.
It'd definitely make the neutral faction balanced in terms of benefits and drawbacks, as well as tailoring the choice of faction to what kind of game you want to play, as well as the benefits they would have for Roleplaying (I'd love to have a neutral faction for one of my characters, especially since she's supposed to speak both Orcish and Common, and is an Argent), what with entering all cities, or being barred from them as the case may be.
