No, by that graph it will be around where it was around level 70-75 before. The very top of that graph is around 175 which is the ilvl of current drops in The Violet Hold (normal, level 75) and 155 is the blues that drop in Utgarde Keep (normal, level 70).

In fact, ilvl 91, which is probably close to where you will be leveling your panda at 85 by this graph, is currently gear from The Slave Pens (requires level 62 currently).

Now granted, that graph is very inaccurate (there's no way heroic DW will drop gear twice the ilvl as a fresh 85 - otherwise it will outperform drops from 5.2 or gear inflation becomes even more exponential immediately following the patch that squished anyways), but does give an idea of where the squish is heading.
