Aesthetics and gear design plays into this as well, though. Mail armor is for shamans and hunters, both "nature" themed classes. Thus, that gear will often have natural, animal themed elements to it.
Holy pallies would look utterly silly wearing such a get-up, though. It's completely out of tune with the flavor of the class. "So what?" you might ask. "If it works, it works." Well, aesthetics are important to players; I know this because I've read so many comments on this site complaining about clown outfits while leveling that I'm not sure how you could deny it.
Second, did you ever play a Holy Pally before they instituted incentives for wearing your armor class? Picking and choosing from all the spell cloth, leather, mail, and plate that was available made you look utterly ridiculous. Seriously, my paladin looked like a hobo in Wrath.
