Just as Tirion and Dalaran going neutral are clear signs of Horde bias?

I feel like I'm building a straw man here, but really I'm not. Please, what other neutral things show Horde bias? The Steamwheedle Cartel? Level 1 critters? They could not be more ridiculous.
