I think they tend to concentrate on Alliance lore in the novels because they think it'll have broader appeal to non-players. To pick a silly example, which is a better publishing pitch: young queen defends her city against attacking orcs; or young cow-man misses his dad, tries to be best cow-man he can be.Sucks a bit for players though - it's almost like there's an Alliance Tax to see your faction's lore.
