They have to wait for a stick with the approximate intelligence of a, well, stick to shoot a target with a 1.5 second cast time attack FIVE times. In that time they need to get Stormstrike on the target to get more damage (waiting for the CD) and then they can use their attack which hits as hard as a finisher.

They too feel your pain. I will agree, target switching sucks due to combo points, debuffs, dots on the target. If a significant amount of damage is had due to staying on the target for a while, then switching makes that spec/class do sub-par damage in the switching fights.
