Well the poison (as far as I can tell) does flat damage per level, which is why instant poison coats the speedy off-hand. If there was no off-hand poison damage, the slower/stronger weapon would up total damage in %damage abilities. Using DPS average would cause major problems when haste is applied, since the average damage keeps going up. Upkeep on Slice and Dice would turn those abilities into ridiculously hard-hitting nukes. Heroism phases would do the same. Abilities have to be based off the base damage % to keep them in balance. Actually, off-hand utility will mean rogues want the slowest dagger possible (Assassin/Subtlety) or even slower agility weapons (Combat) so that 1 of 3 rogues competes with Shaman. Except agility swords. Those are all Combat.
