If WoW had a system in place to allow players to do any of the old, low level instances, and still have some challenge, it would multiply the amount of non-trivial content available enormously.
One easy way to do so is to allow high level players to use lower level pre-made characters to run those old instances at the correct challenge level. Another way would be to finally implement mentoring/sidekicking systems so players can adjust their level (and gear level) to play the content at hand in the correct difficulty.
I would also love if Blizzard reworked those old instances into very challenging solo challenges, perhaps also providing a pre-made character to play each one. This could be tuned to (teach and) require most of the skills used in raids, and to be much less forgiving of any player failure than raids.
